Legislation Sponsored and Passed

Increased the marriage license fee in Prince George's County by $15 with the proceeds going to the Family Crisis Center, the County's only shelter for domestic violence victims.

Post-Adoptive Services - $250,000 dedicated to special services for families who adopt children with special needs.

Driver's licenses for undocumented residents – allows current Marylanders who do not have lawful status to continue driving lawfully until 2016. Hopefully, the U.S. Congress will pass positive immigration reform by that time.

Protective Orders – time extended to 2 years for domestic violence victims, under certain circumstances.

Business Improvement Districts – authorizes this tool to be used in Maryland.

Farmers' Markets/Wineries – allows local wineries an additional 12 permits per year in USDA approved farmers' markets.

Class A/4 license – adds Prince George's County to the list of counties that allow wineries to sell wine directly to visitors.

Inheritance Tax – death no longer ends the in-law relationship, for the purposes of inheritance taxes.

Short Sale Transfer Taxes – transfer taxes must be assessed on the actual sales price, rather than on the assessed value of property.

Millionaires' Tax Sunset Repeal

Bullet Bill – those who are prohibited from possessing a gun will also be prohibited from possessing the ammunition for the gun.

Waiver for Older Adults – increases funding for this program, that allows older people who need nursing care to be cared for at home, rather than in a nursing home.

Other Successes

Amendment to Blue Ribbon Commission on Transportation Funding that adds trails to the list of subjects considered by this commission.

Bike trail connection being built through WSSC's parking lot in Summer 2010.

Wheelchair-accessible ramps to be built on Landover Road, down to the Peace Cross.

Those whose drivers' licenses are stolen are now allowed to be first in line at MVA to replace them.

Heading the Legislative Black Caucus' efforts to recognize the 150th anniversary of the end of slavery in Maryland (2016).
